Introduction
○シーニックバイウェイ北海道（ScenicByway）とは
○Scenic Byway Hokkaido
シーニック（シーン・風景）とバイウェイ（わき道・寄り道）の合成語で、‘みち’をきっかけとして、地域の方々が主役となって、行政や企業などと連携しながら、広域的に以下の三つの活動に取り組んでいます。
Scenic Byway Hokkaido is a program in which local residents come together over roads by engaging in three activities on a wide-area basis, in partnership with governments and businesses.

- 「魅力ある観光空間づくり」
- 「活力ある地域づくり」
- • The realization of beautiful landscapes
- • The realization of attractive tourism spaces
- • The realization of vibrant communities
このような取り組みを通して、交流人口を増やし、地域産業の振興によって、雇用を生み出し、競争力のある美しく個性的な北海道の実現を目指す活動の総称が、シーニックバイウェイです。
Such efforts are intended to increase personal exchanges, promote local industries and create jobs. Scenic Byway projects encompass all these activities towards the realization of a beautiful, unique, competitive Hokkaido.
現在、指定13ルート、候補1ルートの全14ルートで、NPO、任意団体、学校法人、商工会、商工会議所、観光協会、ボランティアグループ、民間企業など、約400の団体、グループが参加して北海道の様々な地域で活動しています。
About 400 organizations and groups, including NPOs, unincorporated associations, educational corporations, associations of commerce and industry, chambers of commerce, tourism associations, volunteer groups and private companies, are involved in these activities along 14 routes in various areas of Hokkaido. Thirteen routes have been designated and one are candidates for designation.

○Scenic Byway and cycling tourism
北海道を訪れる国内外からの観光客にとっても魅力は、北海道の風景と四季の変化です。シーニックバイウェイ北海道では、北海道の大事な資源である風景や景観を保全、活用する活動を行っています。
Landscapes and the features of the various seasons in Hokkaido are attractions for both domestic and foreign tourists. In Scenic Byway projects, activities are carried out to preserve and utilize scenery and landscapes, which are important resources of Hokkaido.
その一環として、地域の方々だけが知っている魅力的な風景や景観資源や体験、食を要素とした着地型観光プログラムの開発、公共交通の弱い地域でのドライブ観光の展開などを推進しております。
Such activities include the development of community-based tourism programs that showcase attractive scenery, landscape resources, participatory activities and cuisine known only to local residents, and the promotion of auto touring in areas with little public transportation.
最近は、道内各地で自転車イベントが盛んに行われるようになり、シーニックバイウェイの活動団体が主催、連携している事業も増えているほか、自転車で旅をする外国人観光客も増加傾向を示しています。
Recently, cycling events have frequently been held in various parts of Hokkaido. Projects hosted by or held in cooperation with organizations participating in Scenic Byway endeavors are increasing. The number of foreign tourists traveling by bicycle is also on the increase.
また、平成28年3月に新しい「北海道総合開発計画」が閣議決定され「世界水準の観光地の形成」の柱の一つとしてドライブ観光と並んで、サイクルツーリズムが位置づけられているほか、12月には「自転車活用推進法案」が成立するなど、国も積極的に自転車の活用を推進しています。
In March 2016, the Japanese Cabinet approved a new Hokkaido comprehensive development plan, in which cycling tourism, along with auto touring, was positioned as a pillar for creating world-class tourist destinations. In December, a bill for the promotion of cycling was enacted. The national government is actively promoting cycling.
このような背景を踏まえて、シーニックバイウェイ北海道では、北海道で自転車イベントに参加したい、自転車旅行を楽しみたいというサイクリストを対象に、道路や施設の情報提供と、サイクリストとのコミュニケーション機能を兼ねた総合情報サイト「サイクルルート北海道」を設置、運営します。
In light of the above, Scenic Byway Hokkaido has decided to launch and operate the Hokkaido Cycling Routes website, which provides comprehensive information. It offers information about roads and facilities to cyclists who wish to participate in cycling events or to enjoy cycling in Hokkaido, and serves as a platform for communication among cyclists.
